I dont think it would cost 8.5k to knock up a BMW k engine. Especially if you undertake some of the work yourself. More like a grand or so.
K heads cost about - £2-300
Motorbike throttle bodies (if they dont come with the K head) £60-£100
Megasquirt - £200
Coil and edis bits - £40
Fuel pump bits - £100
SC exhaust manifold - £250

A bit of alloy welding to plug up some holes and a head skim - £100
Force racing K head kit - £540

Jackshaft - use existing cam or get an old one machined down on a lathe - £peanuts.
It all depends on how far you want to go with it. If you were needing to race it and want the best advantage you can get then you will need to put a steel bottom end in and a matching gearbox then yes you can get to these figures, but for a hobby car which goes on the road and is only booted now and again I'm sure a vanilla k head kit will do.
