Throttle cable

Recently I've had a couple of instances of the inner cable escaping from the groove in the quadrant. Exactly why is not clear, but my questions are: should I have a pedal return spring, as the Metro appears to have, and should there be a stop to limit the pedal's return travel? At the moment if I release the inner at the carb and tug it, the pedal swings right up until the operating arm meets the toeboard. It seems to me that the lack of these is allowing slack in the cable, which can the slip out of the slot.

Mine doesn't have a return stop either. It just slams back into the carpet by the spring on the carb/injection. But clearly visible on the pic below is the hinging point WITH spring. Although I noticed the clip that locks the cable is missing on my pedal. Maybe yours can slip out because the slot in the pedal rod is too wide.
