Underbonnet insulation

My car has a layer of felt stuck on the inside of the bonnet and it''s now trying to fall off. When gluing it back I found it's saturated with water, not surprising, I suppose, given the four vents in the bonnet. Any suggestions for a more waterproof material, or should I just rip it all off and not bother?

Woolies are the usual source of all things trim. Underbonnet stuff is usually there to reduce noise from the engine when you're stood next to the car. If it has a foil layer it helps with the heat insulation. High temp spray adhesive to fix.
