As a start you could fill in the blank 7" hole with some ply painted black (or silver) and fit some smaller ones such as the 5 1/4" units until a work around comes about.

I have plans to do a twinni headlamp job, using existing hole and a lens cover but its on the back burner.

It sounds like your nearly there. Keep your chin up.

It's quiet at work so I am a bit searching for these brackets. As a possible alternative I found on classic cars an alternative way to mount these lamps. Here are 2 examples:

They look like helmets, but the principle is the same. The light is clamped in the "helmet" and the position of the "helmet" is adjustable with special bolts.
In the mean time I am receiving a digital Cibie catalog from the service center, so I am going to search for alternative p/n's. I can find them in Holland I will order 10 brackets or so for distribution within the forum members.

I just learned these things are called "bowls". Makes sense. Cibie catalog was unsuccesful.

its worth a go if you dont mind i could bond the ply and router the shape out make a mould and use it as a fibreglass plug and as for fitting the polo engine i have only just tuned the a series which is running a dream now i recieved my new dampers from dampertech with a missing spring seat which i have been waiting for 2 weeks to be delivered im not selling it too much effort has gone into it to loose it now im looking forward to hitting the road and going to visit mr manifold on a saturday afternoon ps if i manage making the mould properly everybody who has helped me will get a free pair of brackets and also if anybody has got a spare pais i will give you 100 quid for them

I reckon you should be able to makes some out of resin impregnated ply. The retainers themselves are made out of bent stainless steel wire.

I found an old mounting ring and it says "morette" on the edge. It seems to be the manufacturer. I have contacted them to find out if they still have the rings or even maybe can supply a batch for a group buy.

The TVR people also require them, I'll find my loose ones in the garage tomorrow and see if they can be laser cut. Someone is also going to a plastic molding company to see if they can be made!

If I google on "cibie mounting ring" I find many people on forums asking for these rings. Morette is the manufacturer and should be able to quickly produce these things for a few quid. If they can't/won't than it may be interesting to start copying them.But I expect that to be more expensive than Morette producing them. If they come back negative I'll twist their arm stating they will be copied as a result.
